The setting to control if a flow creates or grabs parts can be found on the Flow Definition dialog. It is checkmark and when parts are created by the flow it is checked.
The following figure shows the General Tab of the Flow Definition. This tab contains the Check mark which will define if a Flow Creates or Grabs Parts:
To change the 'Flow Creates Parts' setting, the flow first has to be in the Pending State.
